Tom is a founding member of Tong & Sung, P.C. Prior to setting up this firm in 2005, Tom spent six years with Locke Liddell & Sapp LLP, where he developed a successful China Practice for the firm utilizing his bilingual and bi-cultural skills. Tom regularly represents Chinese companies doing business in the U.S. and U.S. companies doing business in China. Traveling frequently between China and the U.S., Tom works extensively with some of the best lawyers in various Chinese cities.

Some of Tom’s representative matters include:

• Represent U.S. companies in successful acquisitions of Chinese companies to form joint ventures or wholly foreign owed enterprises in China
• Represent U.S. companies in collecting accounts receivables from its Chinese customers
• Represent U.S. companies in licensing their technologies to Chinese companies
• Represent U.S. companies in setting up contract manufacturing relationships with Chinese companies
• Assist U.S. companies in handling breach of contract arbitration, patent dispute, and insurance class action lawsuits in Taiwan and mainland China
• Represent major Chinese companies as well as U.S. companies in U.S. lawsuits with damage claims in each case ranging from $10 million to over $1 billion
• Represent public and private Chinese companies in establishing their U.S. operations and advise them on their routine legal issues
• Represent Chinese companies in investigations by the U.S. Consumer Product Safety Commission and approval procedures by the U.S. Food and Drug Administration
• Represent corporations in visa and immigration matters (H1B, H-3, L1A and L1B, O, and R visas as well as permanent residency petitions)

Tom received his Bachelor’s degree from Shandong University in northern China before he came to the U.S. where he received an MBA degree from Rollins College in Florida and J.D. degree from Vanderbilt University School of Law in Tennessee.

Tom is a current council member of the International Section of the Houston Bar Association, former officer and board member of but remains active in the Houston Asian American Bar Association, and is actively involved in several Chinese community organizations such as the Chinese Association of Professionals in Science and Technology. He has been invited to speak at business schools, law schools, Bar Associations, and chambers of commerce to share his China practice knowledge and experiences, and is frequently invited to share his U.S. legal knowledge and experiences at law schools, corporations, and bar associations in China.
